It did need some extra steps
I ended up using an older version of Windows 10 Win10_1809_English_x64
Search Google for “tb.adguard.net windows 10 iso”

I kept getting an error code in Windows 10 installer 0x8007000D turns out newer versions of Windows 10 don’t install.
the tip for Exfat didn’t help me, my Unetbootin usb stick worked formatted as fat32.
