iPadOS 16 is still in beta at this point, but if you have an older iPad there may be fewer features than you might think. When looking at the preview it seems like there might be a lot of features coming to your iPad. The models that each feature goes with can also be confusing.

It breaks down into a few different categories:
There are the newer iPads M1 and newer that will get all features as you might expect

There are iPads older than M1 but have A12 chip or newer which will get most features but miss out on some key features like stage manager, external display support

Then there are iPads older than 2018 which miss out on a majority of the new features.

There are still a few things that iPadOS 16 brings to iPads before 2018 and the timestamps cover some of the larger things that should come to your iPad
