Is the CPU performance better on the A15 Bionic?

On the other hand, Arm says that the CPU core of the Armv9 architecture installed in the new flagship SoC for Android is “30% or more performance improvement” compared to the Armv8 architecture such as Snapdragon 888.
 
MediaTek also gave a 35% performance improvement over the Snapdragon 888 at the announcement of the Dimensity 9000.
 
Based on this information, Notebookcheck states that SoCs for Android will not be able to beat the A15 Bionic in terms of CPU performance.
