Windows 11 Home setup with NO network adapter… Dead end?

Ever since Windows 8 and the introduction of the Windows cloud account (aka Microsoft Account), Microsoft has really wanted you to forego the local account and sign in with online credentials instead when setting up a user account on Windows. In Windows 11, Microsoft has gotten so carried away with this desire to use a cloud sign-in, they are trying to force you to connect to the internet during setup to make you sign in with a cloud account. Sometimes, you may not have internet, but there could be instances where your network adapter is simply unavailable due to a missing driver or other reason. Here’s what happens when you try to run Windows 11 Home OOBE setup with NO network adapter. How did this get past testing? Thankfully there is a workaround.
