Sami Fathi (@SamiFathi_) posted a video on Twitter showing how to switch the remaining battery percentage display on an iPhone with Face ID registration, which was added in beta 5 for iOS16 developers, from the Settings app. They also report that the battery icon changes color when in low power mode.
Added items related to percentage display to the Settings app.
From the video posted by Sami Fathi (@SamiFathi_), you can see that in iOS16 beta 5 for developers, the item “Battery Percentage (% display of remaining battery power)” has been added to the Settings app.
The percentage display of the remaining battery level seems to work by turning on the toggle switch for this item. The remaining battery level display when turned off is the same as for iOS15.
MacRumors reports that the iPhone 12 and iPhone 13 series support the remaining battery percentage display, but only the iPhone 12 mini and iPhone 13 mini are not supported.
I can’t believe it. https://t.co/nEg9AOn44q pic.twitter.com/UxjHOFKLdW

Battery icon turns yellow in low power mode
It seems that the battery percentage display is also available on the iPhone set to low power mode, but the icon has changed to yellow.

Battery icon turns white when not charging
Also, in normal use (when not charging or in low power mode), the battery icon remains white and shows the remaining percentage.
