Android app developers can now sign up for Google Play Store user opt-in billing

Through the program, developers of non-gaming Android apps can sign up to offer alternative billing methods, since they don’t always need to use Google Play’s billing platform.

Use of an alternative billing method requires compliance with the Payment Information Security Standard PCI-DSS, customer support must be provided for that billing method, and they must notify Google of any changes to app registration preferences.

If the customer chooses to use an alternative payment method, the developer will still bear the service fee, but if an alternative payment method is selected, the service fee will be discounted by 40%. Google explained that the fee is to support “continued investment in Android and Google Gaming.”

The pilot will be conducted in Australia, India, Indonesia, Japan and the European Economic Area EEA (the region includes Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Spain and Sweden).

User opt-in billing comes after both Apple and Google were accused of anti-competitive practices in app store fees. The South Korean government is the first country in the world to enact a new law requiring Apple and Google to provide alternative payment systems.
