As an IT guy, I don't know why everyone is so surprised by this. The keys it spits out are called Generic Volume License Keys. They're not only publicly available online, but also listed in Microsoft's own public documentation. They do not actually activate Windows nor are they considered valid licenses by themselves; any system using these keys will still have limited functionality. They are used in specific circumstances to install or upgrade a Windows client to a particular version on a network with a Key Management Service (KMS), which is what retrieves the actual licenses for each client. ChatGPT isn't generating real keys or new keys, it's just parroting GVLKs that are already public knowledge.
