ICloud Private Relay enhances the privacy of web browsing

iCloud Private Relay is a feature that protects your privacy by preventing users from being tracked based on their IP address, location information, browsing history, etc. while browsing the web in Safari.

Apple describes the feature as follows:

iCloud Private Relay
iCloud Private Relay connects to almost any network, allowing you to see Safari with greater privacy. It reliably encrypts traffic originating from your device so that no one can intercept or read it.

And all your requests are sent using two different internet relays. This means that no one, including Apple, can create a detailed profile from your IP address, location, or browsing history.
